LTC Carter is an instructor of military history.

LTC Carter was commissioned through ROTC in 1979. He spent four years active duty with Cavalry and Armor units and then joined the Army Reserves in 1985 where he progressed through the ranks holding a myriad of positions including two company commands as well as S1, S4, XO and Chief of Staff positions at battalion and group level.

He is happily married to his wife, Xochitl. They have four children and three grandchildren.
